Proper conservatives would make it possiuble for the working stiff to self-insure his/her own unemployment plan. First you lower taxes by shutting down wasteful governement money-pits like EI/UIC. More take-home pay means more money available for savings. A low tax enviroment will lead to a more robust economy, and layoffs will decrease.
